Post investigates state senator’s residency status

The Baltimore Post was contacted several months ago by numerous parties who posed questions about current State Senator Johnny R. Salling (R) and his legal residency.

Under Maryland state law, a candidate is required to live within the jurisdiction he seeking to represent for at least six months prior to the election. Following the numerous inquiries from potential voters, the Post conducted an investigation into allegations that the senator did not reside within the boundaries of his district, as he is required by law. Our investigation focused on identifying the true address of Senator Salling.

It should be noted that certain information has been redacted to protect the identity of people who have no bearing on this investigation. Also note that the addresses rejected from the mail pictured below all originate from the same location. That location is reflected in the letters addressed to the senator, as well as the certified copy of his driving record and application filed with the Maryland campaign database.

As you can see below, both pieces of mail were returned to the sender.

The first attempt to contact the senator by mail was sent on January 9, 2018. That letter was then forwarded by the U.S. Postal Service to another address in Joppa, MD.

The second and subsequent attempt to reach the senator by mail was sent on February 2, 2018. That letter also was forwarded to Joppa, MD (Harford County) before it subsequently was returned to the sender.


The Baltimore Post then obtained a certified copy through legal means of the senator’s driving record, as seen below.

There are two issues that are important when viewing this record. Number one, the address listed on the senator’s driving record is the same address as used for both letters shown above. You will also notice a list of boxes to be checked if there was change in the status of that record. One of those boxes indicates a change of address. None of the boxes were checked for the change of address, which is required within 30 days of moving, per Maryland law.

The below information was taken from the Maryland Campaign database regarding the filing for the senatorial race in the 6th District. The address listed by the campaign database is consistent with the ones pictured above.

The final step to our investigation was to confirm that, under Maryland law, a candidate is required to live within the jurisdiction to be represented for no less than six months prior to the election. That requirement is, indeed, still intact.

This matter has been brought to the attention of the Maryland State Board of Elections. A spokesperson for the board stated that this matter comes under the purview of the state prosecutor, who has the option of investigating the residency requirements established by law.
