[Baltimore Sun] Carroll County school board meets Wednesday, set to discuss 2025 start date, pre-K additions

The Carroll County Board of Education is scheduled to approve schematics and other construction documents for pre-K and kindergarten additions at 10 elementary schools at its meeting Wednesday.

The meeting is set to begin at 5 p.m. in the conference room at 125 N. Court St., Westminster.

Other items on the school board’s agenda are approval of the school system’s 2025-2026 academic calendar and reviews of ongoing construction projects and current class sizes.

School board meetings, open to the public,  are livestreamed on the Carroll County Public Schools YouTube channel and are viewable on the right side of the Board of Education’s website at carrollk12.org/board-of-education/meeting-information, under CETV Livestream. Meetings are also broadcast throughout the month on Carroll Educational Television, Ch. 21.

Anyone who wishes to participate during the public participation portion of school board meetings must fill out an online form at https://www.carrollk12.org/board-of-education/meeting-information or call the communications office at 410-751-3020 by 9 p.m. on the Tuesday before a meeting.

2025-2026 academic calendar

The first action item on the agenda Wednesday is approval of the 2025-2026 academic calendar.

In September, Carroll County Public Schools Superintendent Cynthia McCabe recommended the calendar, with students returning the day after Labor Day, Sept. 2, 2025.

The proposal includes a 2-hour, 45-minute early dismissal Dec. 23, 2025, for winter break, with a return to school on Jan. 5, 2026. Spring break would be April 2-7, 2026.

Four emergency days are built into the proposed calendar, up from three days built into the 2024-2025 calendar, but down from five days the year prior.

The last day of school for students would be Friday, June 12, 2026, if no emergency days are used.

Elementary additions

Schematic designs for pre-K additions at the following schools are set for approval on Wednesday:

  • Elmer Wolfe Elementary School, Union Bridge ($1.67 million construction cost estimate)
  • Robert Moton Elementary School, Westminster ($1.85 million)
  • Runnymede Elementary School, Westminster ($1.98 million)
  • Spring Garden Elementary School, Hampstead ($1.52 million)
  • Westminster Elementary School ($1.66 million)
  • William Winchester Elementary, Westminster ($1.69 million)

Cranberry Station Elementary School in Westminster, also expected to receive a pre-K addition, requires additional water allocation to the property, according to the agenda item. Westminster’s Water and Sewer Allocation Policy allows annexation-eligible properties to receive additional water without annexation, but it must first be approved by the school board on Wednesday evening.

Construction documents for the pre-K and kindergarten additions at Cranberry Station Elementary are also set to be approved, along with construction documents for the following schools:

  • Friendship Valley Elementary School, Westminster — pre-K and kindergarten additions, along with additions for the PRIDE program, an alternative general education program.
  • Sandymount Elementary School, Finksburg — pre-K and kindergarten additions
  • Taneytown Elementary School — pre-K and kindergarten additions
