Baltimore County State’s Attorney Scott Shellenberger announced in an email to the Post that the suspect involved in a fatal car crash on I-795 was indicted by a grand jury on charges of negligent manslaughter and four related counts.
The Baltimore Post first reported on the crash, which took the life of Kennedy Sooklal of Reisterstown, back in February. The Post became suspicious when we could find no record of the suspect, Carlos Daniel Gonzalez-Rabines of Windsor Mill, in any database. Our suspicions became more intense after the Maryland State Police failed to respond to any questions related to the suspect.
The fatal crash received little publicity from the local media with the exception of WMAR TV-2’s report.
What drove us look into the facts beyond the initial incident regarding this fatality was the secrecy surrounding this entire investigation. Given the fact that Baltimore County is a sanctuary jurisdiction by definition, was there a possibility regarding the legal status of the suspect Gonzalez-Rabines played a role in his release after the initial crash?
Another reason we took a deeper look into the facts of this case was the length of the investigation. Given that the suspect was taken into custody at the scene of the crash, transported back to the MSP Golden Ring Barracks, and released without verifying whether he was a potential flight risk was a real cause for concern in our opinion.
The Baltimore Post subsequently published three separate articles on the incident because we believed the public should be aware of the circumstances surrounding the case.
To that end, we want to acknowledge Mr. Shellenberger for taking the time to follow up with us regarding the Grand Jury indictment.
The one remaining question is the status of the suspect. In the SA’s response regarding the indictment, there was no information provided regarding the whereabouts of Mr. Gonzalez-Rabines.
