Dear Assistant Secretary Winkowski:
We have recently been advised that an undefined number of undocumented children entering the United States via the Mexican border are proposed to be housed at the Catholic Charities facility in Timonium, Baltimore County, Maryland. As a resident of Baltimore County, and as a candidate for the Office of County Executive, I have a number of questions that need to be answered before the proposed actions are imposed on the surrounding community.
Have the children been screened for, and inoculated against, the full range of potential communicable diseases associated with the countries of origin?
Have any of the children been exposed to physical or emotional stresses?
Do any of the children have backgrounds in criminal behavior or gangs?
How long is the anticipated duration of the proposed residency?
Will the children be repatriated to their country of origin and their parents, and when can we expect to see action in this regard?
If the duration of stay is projected to be more than a few weeks or months, who will be responsible for the cost of schooling and sustenance?
Can the county and other relief services expect to be reimbursed for all costs incurred?
What is the ultimate goal of the federal government regarding the children?
Is there a defined plan for the control and prevention of future unauthorized immigration and further challenges to local governments and relief organizations?
Why wasn’t information disseminated to the community in advance of the announced plans so that these and other questions could be presented and alternative options considered?
It appears that state and county political leaders were not informed in advance of the actions or the number of children being proposed for processing within the state? Is the federal government withholding such information from local leaders?
What other locations are being explored within Maryland for the holding of the children?
What other locations in the nation are being proposed for the holding of the children? Please include federal facilities.
In general, why must so much of this project be imposed on the public in a stealth manner? Why can’t we have an open, honest, and ethical government?
